 With nearly fifty years of law enforcement experience, having served in multiple senior leadership roles - most recently as Chief of the U.S. Capitol Police, and previously in Fairfax County and Montgomery County. Throughout his career, he has been a force for positive transformation: introducing innovations in accountability, transparency, officer wellness, training, and community engagement.

Under his leadership at the U.S. Capitol Police following the events of January 6, 2021, Manger guided the agency through extraordinary challenges, implementing more than 100 Inspector General recommendations, expanding intelligence and capabilities, improving staffing and training, and strengthening interagency partnerships. His reforms have elevated both the culture and operations of the departments he has led, setting a benchmark for modern policing.

Chief Terrence M. Cunningham

Chief Cunningham has dedicated his career to advancing the police profession by strengthening legitimacy and institutionalizing reforms that make policing both more effective and more just. Widely respected for his vision and leadership, Chief Cunningham has been recognized as one of Washington's 500 Most Influential People. His contributions span the local, state, regional, and national levels, embodying the values this award was created to recognize.
Chief Cunningham served the Wellesley, Massachusetts Police Department for 35 years, including 17 as Chief, before becoming President of the International Association of Chiefs of Police (IACP) in 2015 and later its Deputy Executive Officer. His leadership has been defined by candor, innovation, and commitment to systemic change.
