Our Projects in De-escalation

Building a National Model for Police De-escalation Standards and Training

NPI has partnered with the Police Executive Research Forum to develop national standards for de-escalation training and a national model for de-escalation training on behalf of the DOJ. This initiative is focused on promoting safe and effective law enforcement interactions through the use of evidence-informed practices in de-escalation, use of force, and crisis intervention.

Developing a Standards-based Approval Process for Law Enforcement De-escalation Training

NPI has partnered with the Institute for Intergovernmental Research to establish a national review, approval, and continual assessment process for law enforcement and mental health training programs on behalf of the DOJ. This work implements part of the Law Enforcement De-escalation Training Act of 2022 and includes developing a standards-based review process and platform, and a public catalog of approved training.

Statewide Evaluation of Changes to Use of Force Policies and Training

NPI has conducted a multi-year evaluation to assess the impact of statewide changes to use of force policies, mandatory de-escalation and peer intervention training, and systematic use of force reporting and data collection. This project is the most extensive known evaluation of state-wide mandated police reform designed to enhance the safety of police and citizen encounters and reduce the use of force in New Jersey.

Transforming Training through Body Worn Camera Analysis Using Multimodal Artificial Intelligence

NPI has partnered with Polis Solutions to assist the Spokane County Sheriff's Office in reviewing and evaluating the integration of BWC footage into training. Using advanced AI technology, the initiative aims to enhance deputies' performance in de-escalation, community connections, and overall field interactions through data-driven training and evaluation.

Skills

De-escalation training should impart trainees with skills to enhance critical decision-making, communication, and tactics as well as build rapport and influence with individuals to move toward a resolution.

Tactics

De-escalation tactics should help officers stabilize a situation and reduce the immediacy of harm; this may include pre-response planning, scene assessment, a team approach, and tactical repositioning to use distance and cover as an advantage.

Crisis Recognition

De-escalation training helps officers recognize and respond to a person who may be experiencing a crisis due to factors such as situational stress, trauma, mental health conditions, substance use, and cognitive disabilities, among others

Communication

De-escalation training should impart officers with verbal and non-verbal communication skills to effectively engage members of the public through active listening.

Time

Time is to be viewed as a resource during de-escalation training, allowing for more options and resources to be considered by officers.

Options

De-escalation training reinforces that officers often have multiple response options when they arrive at a scene based on their police powers, agency policy, criminal activity (or lack thereof), and goals.

Resources

De-escalation training encourages officers to consider using community resources and services to divert individuals from the criminal justice system where appropriate.
