The National Policing Institute (formerly the Police Foundation) joins the nation in mourning the passing of Judge William H. Webster, who served on our Board for six years, five as Chair.

Judge Webster was an extraordinary American whose career reflected the highest ideals of public service. As the only individual to serve as both Director of the Federal Bureau of Investigation and Director of the Central Intelligence Agency, his leadership was defined by integrity, courage, and an unwavering dedication to the principles of justice and democracy.

During his tenure as Board Chair, Judge Webster brought unmatched vision, wisdom, and moral clarity to the Institute’s mission of advancing excellence in policing and strengthening trust between law enforcement and the communities they serve. His guidance helped shape our priorities, expand our reach, and ensure that our work remained grounded in both evidence and ethical responsibility.

We are profoundly grateful for his tremendous contributions and the personal example he set for all who had the privilege of working with him. His legacy will endure in the lives he touched, the principles he championed, and the future generations of law enforcement professionals who will benefit from the foundation he helped to build.

The National Policing Institute extends our deepest condolences to Judge Webster’s family, friends, and all who mourn this extraordinary leader. We honor his life, his service, and his enduring commitment to a safer, more just society.
