Deputy Jeffrey Payne, Ph.D.

Bio

Deputy Jeffrey Payne has been a Deputy Sheriff with the Orange County Sheriff’s Office in Orlando, Florida, for over seven years. Deputy Payne currently works in the Uniformed Patrol Division where he has amassed experience responding to calls for service ranging from the simple to the extraordinary. He often spends his free time during shift applying intelligence led policing methods to proactive law enforcement. While still a relatively new member of the law enforcement profession, Deputy Payne was a sponsored academy candidate for the sheriff’s office and has further experience in the security and surveillance fields.

In December of 2019, Deputy Payne graduated with his PhD in Security Studies and a graduate certificate in Intelligence and National Security from the University of Central Florida. He utilized a mixed method approach in his dissertation when he analyzed community responses to mass casualty events. His other research interests include terrorist psychology, research methodology, and state and local indicators of non-state violence. Deputy Payne also holds master’s and bachelor’s degrees in Criminal Justice from the University of Central Florida, where he also minored in Sociology and received a certificate in Criminal Profiling.
