The National Policing Institute (NPI) will use its extensive understanding of organizational assessments, law enforcement and public safety/emergency management organizations, tactics, operations, behavioral health, and critical incident response and management to conduct an after-action review of an active shooter event. NPI will work independently to identify what worked well and what could work better and report these findings to the Louisville Metro Government (LMG).
Project Overview
The NPI team, in collaboration with the LMG, Louisville Metro Police Department (LMPD), Louisville Fire Department (LFD), Emergency Services, other government and mutual aid agencies, and relevant stakeholders interested in participating, will develop a comprehensive strategy and work plan. The NPI team will collect all relevant documentation, materials, data, and multimedia information from before, during, and after the event.
Methodology
NPI will conduct site visits, interviews, focus groups, and use direct observation to comprehend the details to better understand the response and any other relevant information. NPI will concurrently research and review policing data, national standards, model policies, best practices and AARs following other mass violence incidents.
Results
NPI will provide LMG with a report identifying high-level findings, recommendations, areas of focus, and lessons learned.
