The Accreditation of Law Enforcement Agencies In Mexico

Abstract

The U.S. State Department’s Bureau of International Narcotics and Law Enforcement Affairs (INL) funded the Mexico Police Professionalization Program. A priority objective of the program was to build criminal justice systems by institutionalizing the rule of law and strengthening law enforcement effectiveness in Mexico.

Since the project’s implementation, the cooperative agreement team members (INL and NPI) supported more than 80 Mexican public safety communications centers, training academies, and law enforcement agencies in their pursuit of accreditation from the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA) according to international standards. These agencies have received direct guidance and training to assist with developing processes, policies, and management practices that adhere to internationally recognized standards.

This report presents an overview of the accomplishments, challenges, best practices, and lessons learned in support of this cooperative agreement. These findings can be used to support and enhance program expansion in Mexico or to replicate this program within another country.
