Abstract
This guide, created by the National Policing Institute (NPI) and the Office of Community Oriented Policing Services (COPS Office), is intended to give practical and actionable considerations for large and small law enforcement agencies and communities to help determine whether to form a specialized unit, and if so, how to ensure appropriate management, oversight, and accountability.
